History of Legal Marijuana in Michigan

In 2008, Michigan passed the Michigan Medical Marihuana Act (MMMA). This groundbreaking legislation allowed patients with medical conditions to use and cultivate cannabis for medicinal purposes. Despite this step towards legalization, the landscape remained complex, with many gray areas and controversy around regulation and enforcement. In November 2018, Michigan voters spoke decisively in favor of adult-use cannabis and approved Proposal 1, officially known as the Michigan Regulation and Taxation of Marihuana Act (MRTMA). This historic vote made Michigan the first state in the Midwest to legalize recreational cannabis.

The MRTMA allowed adults aged 21 and older to possess, use, and cultivate limited amounts of cannabis for personal use. It also established a regulatory framework for the licensing and operating of cannabis businesses, including cultivation, processing, testing, and retail. The law also prioritized social equity by addressing the disproportionate impact of cannabis prohibition on marginalized communities.
